House Bill 331 Sparks Concerns Over McGuffey’s Future and Water Services

As the new year begins, we have already started with a council meeting that was canceled without explanation and several open seats that the council cannot seem to keep filled. This marks two consecutive months in which two council meetings have been canceled, raising potential concerns about whether the Village of McGuffey can comply with House Bill 331.

In compliance with House Bill 331, the village should be scheduled to undergo an audit in 2030, the same year as the decennial census, to determine if it meets the law's requirements. To comply, the village must meet five of the 10 criteria listed in the bill and consistently have candidates run for elected offices when they are up for reelection. If a village fails the audit, residents must vote in the next election to decide whether to remain a municipality.

Due to the village's ongoing struggles within its government, many residents are questioning McGuffey's ability to pass the audit when the time comes. They also wonder what would happen to water and sewer services if the village were no longer a municipality. According to the EPA, these services would not be disrupted. Instead, management would shift to the county, which would take over the facility and continue maintaining the water and sewer systems.

While the village's future remains uncertain and many questions about House Bill 331 linger, the situation highlights the challenges McGuffey is currently facing—challenges that no one seems to be addressing. Many residents are waiting for clarity on the bill from their government leaders. Still, it remains unclear if the governing body will openly discuss the bill's criteria or outline plans to comply. That being said, residents can take some comfort in knowing that water and sewer services will continue to be maintained, whether McGuffey remains a municipality or not.
